EISCOM Summit 2026

Predictable risks built our safety systems.
Unpredictable risks are now testing them.

The Safety 360° Summit brings together senior European leaders from across high-risk sectors to examine which safety measures still protect us today — and where resilience must be built instead.

Keynote Speakers at the Safety 360° Summit:

Our Mission

When communication fails, serious safety risks arise.
We make sure it never gets that far.

With the scientifically validated SACCIA competency model, we strengthen communication as an interpersonal mechanism for safety and resilience in high-risk environments. Misunderstandings are avoided and errors are measurably prevented — particularly when it matters most.

What is SACCIA?

SACCIA is a scientifically developed competency model for safe communication. It describes five abilities that prevent misunderstandings and communication errors, thereby helping to avoid harm or injury.

SACCIA ensures successful shared understanding as a foundation for safe and coordinated action — especially under pressure, in crises, or in high-risk situations.

That is why we call it SACCIA-safe communication.

Interpersonal Adaptation
To what extent have participants used communication to adapt to one another's cognitive, linguistic, and emotional needs in order to ensure mutual understanding?
Sufficiency
To what extent have participants used communication to gather, share, and integrate all relevant information from available sources, ensuring a sufficient shared information base?
Accuracy
To what extent have participants used communication to verify both the correctness of information and their shared understanding of it?
Contextualisation
To what extent have participants used communication to identify and neutralise contextual barriers to shared understanding (e.g. differing objectives, time pressure, biases, hierarchies)?
Clarity
To what extent have participants used communication to express information clearly and unambiguously, and to identify and resolve uncertainties?

What is EISCOM?

The European Institute for Safe Communication (EISCOM) is an international alliance advancing safety through evidence-based communication in high-risk environments. Our work is grounded in the SACCIA communication competencies and in the scientific insight that every act of communication either contributes to safety or increases risk.

We combine scientific excellence with safety-critical practice to make communication visible and measurable as a key factor for safety and resilience across high-risk settings.

As a non-profit organisation, we work independently, evidence-based and impact-oriented. We finance our work exclusively through projects and third-party funding.

What we do

We support professionals and institutions in high-risk sectors by systematically embedding safe communication into everyday practice and organisational culture — as a sustainable mechanism for safety and resilience. We pursue this objective through two complementary approaches:
Competency Integration
As scientific partners in evidence-based communication, we work with institutions, organisations and companies in high-risk sectors such as healthcare, aviation, emergency services, infrastructure and public safety to establish communication as a reliable factor for safety and resilience. Based on the SACCIA framework, we strengthen leaders and teams through targeted competency training and support organisations in building resilient safety cultures.

Dialogue Initiatives
Our international EISCOM Summits address safety and resilience in contexts where communication must function not only within teams or organisations, but also between institutions, professional communities and societal actors. The summits follow the logic of SACCIA-safe communication: they bring together evidence-based perspectives, strengthen dialogue between science and practice, and foster shared understanding across sectors from which robust safety measures can emerge.
